"Man kommer inte särskilt långt om man sitter på sin lilla ö" : En studie om samverkan kring ungdomsarbetslöshet

The aim of this study was to examine the view that officials involved in youth unemployment have on the significance of collaboration between organizations working with unemployed youth. The study was based on nine qualitative interviews with officials from PES offices and from municipalities such as job coaches. The results were analyzed based on qualitative content analysis. The analysis led to two different themes: conditions and the individual. In the analysis two different theories were used, new institutionalism and Lipsky's theory about street-level bureaucrats.

Det finns ju utrymme för tolkningar : En kvalitativ studie om handlingsutrymme i socialjoursverksamhet

The overall purpose of this essay was to provide a better understanding of the importance of discretion for social workers in direct social services. To answer the purpose three questions were formulated: (1) How do social workers define and describe their discretion and their ability to independently accomplish their work? (2) How do social workers experience that workplace organization, policies and economic conditions interact with their discretion and (3) How do social workers experience that the interaction with the client can affect how they use their discretion in the individual case? The method used was qualitative interviews. The theoretical framework was Michael Lipskys (1980) Street-level bureaucracy and the four themes organization, professional role, skills and interaction.The results showed that the respondents, although they did not consider themselves to be affected by the economy still adapted to budget restrictions when they said that they were cost conscious in their work. This adjustment to budget framework could possibly be what made them not feel limited in their work.

The purpose of this study is to understand the collaboration between school and social services. The primary focus of this study is the subject of interaction. The study analyzes how confidentiality affects collaboration between school and social services and examines what effect the organizations? different roles have on collaboration. The method used is qualitative interviews and the gathered empirical data has been analyzed using theories of discretion and Street-level bureaucracy.

Det komplexa mötet mellan intentioner och upplevelser : Intervjustudie om hur några grundskollärare uppfattar en ny läroplan

This essay takes its starting point in the making of a new national general school curriculum for the Swedish elementary school. The purpose of this essay is to estimate what the policy makers intended with the new policy documents and relate that to how a few teachers perceive these changes. In order to get an understanding of how the teachers view these changes I have done qualitative interviews with four teachers which all work in the Swedish elementary school.Theories on "implementation" and "Street-level bureaucracy" are used to analyse my empirical material. My results tell that there is a difference how teachers relate to the new curruculum and the policy makers' intentions with it. That can be explained by the fact that teachers' work is complex and as to they work in a complex organization..

This thesis examines the effects of the Swedish school reforms that took place in the early 1990?s. Theories such as Principal-Agent, Stewardship and Lipsky?s Street-level bureaucracy are discussed as well as New Public Management (NPM). These reforms were heavily influenced by NPM, causing an increased level of Street-level bureaucracy, and according to Principal-Agent theory some outcomes could have been predicted.

This thesis is a case study that examines what political decisions have been taken and how these policies have been implemented. Further this thesis discusses how legitimacy of local policy makers and implementors is affected. The subject studied have been the social service of Jönköping municipality and the intervention of safe-housing aimed at women who have been, or are subject to violence by person close to them. In our study we have examined local policy within the territory of the intervention and how this policy is implemented. A qualitative method with semi-structured interviews was used in combination with quantitative methods to examine protocols from the social welfare board and an action program named "Skydd och stöd för misshandlade kvinnor och deras barn? [Protection and support for abused women and their children].The purpose of this study has been to highlight how the social services implemented the local policy of safe-house accommodation in Jönköping municipality from the legitimacy and discretion perspectives.

Att arbeta med en arbetslinje : Närbyråkratens syn

Malmö, like many other bigger cities in Europe, faces a double undertaking when facing the challenges the future. Not only must the municipal be able to provide its citizens with welfare and a high standard of living, it must also establish a level of economic growth that allows the city to act as catalyst for the surrounding area. In order to provide the population with welfare and the economy with a qualified working force, these two challenges have been combined into one plan for the future called Welfare for Everybody. As part of this plan, new organisations have been created with the purpose collaborating with the social services office and support people in their transaction from welfare recipients to self-providing workers. The purpose of our thesis is to build on Michael Lipsky's classic work "Street-level bureaucracy" and by conducting interviews with a number of front line workers study how they view their role, the client group and how they motivate the working line.

This study examines implementation from national law in to local practice in the district of Kalmar to assure newly arrived immigrants orientation in civics. The study takes its starting point in Lipskys theory about Street-level bureaucracy.  Questions that are discussed are about how  the education is understood by refugee?s coordinators, civic communicators and the new immigrates, how the organization has been and what role the demography and economic structures has played for the organization. It is a case study where interviews and enquete has been used.

ADDICTION SEVERITY INDEX I PRAKTIKEN : - Om missbrukshandläggares erfarenheter av att använda ASI-intervjun

The purpose of this study was to understand how social workers experienced working with Addiction Severity Index (ASI) in relation to the goal set by the National Board of Health and Welfare. The method is spread nationwide and therefore it is of great importance to examine how the social workers themselves experience the demands and the resources surrounding ASI. We choose to do a qualitative study interviewing eight social workers at six different occasions. The result was analyzed using Max Weber?s ideal type bureaucracy and Michael Lipsky?s thesis on street-level bureaucrats.

En osäker eller rätt(s)säker organisation? En hypotesprövande idealtypsanalys om gräsrotsbyråkraternas handlingsfrihet inom Arbetsmarknadsverket

Ever since Lipsky wrote about street-level bureaucrats in 1980 the main belief has been that certain characteristics of their jobs make it exceptionally difficult to severely reduce their discretion. However, discretion comes at a price and if public servants abuse their power the legitimacy of government is at risk and ultimately even the democracy.This thesis address this question by analysing the Swedish employment service which in the beginning of 2001 started a project called ?Af Sverige? trying to improve internal rule of law. By comparing two local and fairly equal jobcentres and how the street-level bureaucrats within use their discretion, I seek to find support for my hypotheses that organizing local jobcentres according to the principles of machine bureaucracy plays a significant part in reducing discretion.My findings show that a jobcentre characterised by strict rules, few units, good communications and a forthright manager who delegates formal power to the employees results in a stricter and more uniform application of regulations among the street-level bureaucrats. My conclusion is therefore unambiguous.

Skolkuratorers handlingsutrymme i en pedagogisk kontext : En kvalitativ studie

The aim of this study has been to highlight how school social workers experience their discretion, and furthermore how they feel about working in a context mainly dedicated to teachers. The study is executed with a qualitative research method where ten interviews with school social workers, in eight schools in the area of Stockholm have been conducted. The theoretical framework used to analyze the results was discretion, Street-level bureaucracy and human service organizations.The main findings of this study imply that the most important ambition of the social work that was conducted in the schools was to help the students reach their knowledge goals. The assignment is, however, not clearly defined, which has lead to school social workers defining the mission and goals themselves. They all have wide discretion and great possibilities to decide how to execute their work, but how they use the freedom that was given seems to vary among them.

The purpose of this essay was to further develop the discussion around the street-level bureaucrats and the dilemmas that they meet in their work environment. The paper will try to accomplish this by putting the spotlight on the professional role, the organizational control of the street-level bureaucrat and the effect of society on the work environment. Something that also will be discussed is the well-known difficulty of implementation of new programs and methods, especially when street-level bureaucrats are involved. The street-level bureaucrats that this paper focuses on are caseworkers within Försäkringskassan and handle benefits and take decisions about the need for rehabilitation for people who are ill and unable to work.I have used a qualitative method for this study. The empirical material consists of six interviews at two different offices.The main cause of the dilemma of the street-level bureaucrat is that there is a conflict between the human side and the professional role.
